获取提交记录列表，支持输出提交记录列表 json 数据到文件

• push、branch.create
• tag_push
• pull_request、pull_request.target、pull_request.mergeable、pull_request.merged

• toFile：可选，commit列表输出到文件中，默认为 commit-list.json。
• tagFormat：可选，在 tag_push 中筛选符合指定格式的上一个 tag，与当前 tag 进行对比。当前 tag 需要满足 tagFormat 格式。默认为 *。
